Focus Area
Both inspectors have been required to prioritise which properties to focus on. They have had to select 3 from the Severity Level 5 (highest severity) listing and 10 from the level 1,2 & 3 listing. Progress on these will be monitored at our fortnightly meetings.
Vibracrete wall on PGD
This poorly constructed wall has partially collapsed due to the recent severe weather. The owner (a trust) has been told that, in repairing the damage, the wall must comply with the specified standards. This has been verbally agreed to.

6 July 2024 Free Vegetable Growing talk @ 11amm at the Marina Pub and Bistro by Fulufhelo Abraham” Sithole. Abraham spoke about how to prepare for your summer garden. Approximately 15 people attended, as well as one or two gardeners.

ARCHCOM – GORDON HART
Archcom meeting was held on 09 July 2024 attended by Gordon Hart and Paul Higgins
Five re-submission house plans were examined and only two were approved.
The three non-approved plans require amendments as explained on the check sheets.
COMMUNICATIONS – LISE CARSWELL
We skipped a newsletter in June as there was little to report. But generally speaking, the newsletter goes out on the 1st and the 15th of every month. If residents have anything to include in the newsletter, the cut-off is the 29th and 13th respectively. Please send submissions to marinadagama@iafrica.com
PARKS AND GARDENS – VALERIE BENSON
Due to the torrential rain and high winds, not much can be done in the gardens apart from weeding and picking up the litter.
Ordered 90 bags of mulch to be shared amongst the islands.
Koemi Rowe, the Uitsig garden representative, has started to create a community garden in Carp Close on the POS. It has been a mound of sand for several years now so turning it into a community garden is a stroke of genius. An appeal for donation of plants was done successfully.
MUNICIPAL INFRASTRUCTURE – ULF MARTZ
1.Past Month’s Activities
The last month’s activities revolved around the ongoing liaison with the City of Cape Town officials relating to MDGA infrastructure maintenance.
2. Boundary Walls
The responsibility and ownership of boundary walls on the periphery; abutting PGD and the Northern Servitude rests with the individual the property owners on whose land it is registered. The property owners also must ensure that these boundary walls are compliant with the MDGA design manual and regulations as well the City’s DMS.
3. Proposed Special Schools in Coniston Park and Access through Oudevlei Road
The MDGA was approached last year by Zandvlei Estuary Nature Reserve (ZENR) where various access routes to their offices northwest of the Marina da Gama was discussed as a result of the re-routing of their current access road traversing through the designated Special Needs School site. The implication of the preferred route recommends the breaking down of the wall at the end of Oudevlei Road.
Whilst MDGA attempted to contact the Department of Infrastructure involved in the project, no further feedback was received. It is understood that there is no immediate plan to commence with the construction of the Special Needs School Project.
4. Roads and Storm Water Infrastructure
The MDGA internal roads have shown signs of deterioration as potholes are evident. Recent inclement weather (Level 8 recorded 11-07-2024) has resulted in localised flooding.
5. Electrical
The city has regulated the Solar installation, and it has become a requirement to register all Solar power installations.
Replacement of broken bulbs on streetlights has been a challenge by the City of Cape Town.
6. Public open Space

7. Water and Sanitation
The city has fenced off its pump station of PGD. The CoCT planned repairs and maintenance to the Cape Flats water supply was implemented on 23 June 2024 for a duration of 72 hours.
8. Issues requiring attention.

Further engagement with the City of Cape Town to escalate the repair work that needs to be done at the northern boundary wall, via the MDGA office.

City officials has notified the MDGA that they (City) have no objection to the MDGA erecting a fence on their property. The fence was installed in December 2023.

To re-initiate the engagement with the City of Cape Town to bring the M4-M5 road link forward and not leave it under long term planning as published in the District Development Framework Plan. This should be part of the conditions imposed by the TIA for the imminent densification of Vrygrond.
➢
Additional engagement with the CoCT/ Province regarding the proposed access through Oudevlei Road and the Special Needs School/ ZENR access road.
➢
Traffic Signal Heads at the Vrygrond/ Oudevlei/ PGD intersection has conflicting phasing which has been reported to council. This matter has been addressed with the rephasing of the traffic signal heads.
➢
Resolution on the way forward with all Marina da Gama Boundary Wall, in terms of Standards and Council DAMS compliance, where contradictions are evident.
